Step 3 of the upload flow. Verifies what was uploaded to the presigned URL and files
it into the patient's vault.
The uploaded bytes are content-validated against the declared file type (magic-byte
check, macro scan for Office documents, 100 MB cap). If validation fails the uploaded
object is deleted and the response is 400 with the validation message — re-run the
flow from initiate with a corrected file. If nothing has been uploaded yet, the
response is 400 not_uploaded and the upload slot remains usable.
Returns 404 unknown_upload when there is no pending upload with this id (including
when it was already completed and the pending marker has been cleared). The successful
completion is recorded in your activity log.
